A regional meeting of outreach programs with local "realities and perspectives" of the agency for social development was held Thursday at the house of culture "Abdelkader Alloula of Tlemcen in the presence of the Director General of that agency, directors of social work five wilaya in the west, the chairmen of people's communal associations. this meeting was to present the goals of the program, its missions, its organization, services, local communities and associations that are partners in implementing programs, to bring more and more a means of intervention more efficient for the good of the nation. And thus its main mission is the financing and execution of social programs for disadvantaged social groups, while helping to create a synergy between relief, promotion and advocacy. The scope of the agency focuses on two types of programs: the direct support (RSA), the inclusion programs (community development, cells near solidarity, compensation for activities of general interest, premium insertion of graduates (ex.contrat pre-employment), seasonal employment of local interest (Esil) and public works labor-intensive work (Tup-HIMO). In addition, the agency covers socal (CNAS) to all beneficiaries of these programs. The solidarity allowance (RSA) is a direct aid to the poor unable to work. the amount is 3000da for the elderly (over 60) and 1000da for other categories of beneficiaries, paid monthly. For inclusion programs, community development is a program for the population living in areas that are targeted on the basis of the national poverty map. It aims to awaken the community to ise contribution of beneficiaries at different stages of projects. It also aims to benefit people living in insecure, small basic projects to enable them to improve their living condtions. This program, finaancé by ADS with the participation of beneficiaries (10% of project costs), comlptabilise 544 projects for 2008 and are prioritized by the people themselves. The program was recorded in this region, réaliation of 27 projects amounting to 34%. this result is mainly due to the slowness in making the participation of beneficiaries. As for the cells near solidarity, the agency develops through this program, an innovative experience dan the identification of needs and the implementation of action to improve their living conditions (health, psychological, administrative support). these cells are flexible and mobile entities, composed of multidisciplinary teams involving physicians, psychologists, sociologists, educators, social workers and facilitators.
